* Written after the Goa govt introduced a controversial bill aimed at enabling the notoriously corrupt planning and development authorities (NGPDA, SGPDA) to convert land holdings from agricultural to commercial purposes. If the much-criticised bill becomes a law, it could easily whittle down Goa's cherished green cover.
